Yu Zhengsheng: Sparing No Efforts to Make All New Policies and Measures Favorable to Mitigation of Contradictions and Promotion of Harmoniousness

"The most essential issue for doing well in the administrative work is to firmly have the masses in our mind, which should be remembered well by leading officials at all levels." When working out major policies and key construction projects, the influence on the interests of the masses should be conscientiously evaluated, the opinions of the masses should be solicited as much as possible, and all practical work favorable to people should truly be done well, said Yu Zhengsheng, the member of the Political Bureau of the CPC Central Committee and the secretary of the Municipal Party Committee yesterday morning when he joined a panel discussion with Pudong New Area delegation.

    On the morning of January 28, deputy Ma Weixing from Pudong New Area delegation expressed in the panel discussion about the government work report that, facing the opportunity of the World Expo, the public transportation trade should further raise service level to show a good image of Shanghai. Deputy Xu Hong put forward that, to hold a wonderful World Expo, we should respect the citizens' right to know, form a coordinated mechanism linking the higher and lower levels and the areas inside and outside of the Expo Site, inform in a timely manner the citizens of the information of traffic and security, etc. and do the best to avoid disturbing people.

    This Municipality has established resident physician standardization training system, so as to raise the skill and level of clinicians. Deputy Chen Fangyuan said this was a good thing, but it needed to solicit opinions of all parties so as to make it even better. Yu Zhengsheng agreed to it. He said, before the promulgation of major policies and measures, opinions and suggestions of all parties should be fully solicited to earnestly make the good things even better and fruitful.

    Deputy Bo Haibao said in the panel discussion that, at the present time, the law enforcement concept of some administrative departments could not adapt themselves to law-based administration, and the law-executors' qualities did not match the demands required by a rule-of-law society, and the level of the law enforcement was not adaptable to an information society, so the law-based administration concept of law enforcement departments should be further strengthened, and the system designing should be stressed. When talking about many old unresolved complaint and petition cases, Yu Zhengsheng attributed the reasons to the defects the government departments had and the flaws in law enforcement procedures. He pointed out that, as social contradictions were likely to occur at the present period, our administrative departments and our leading officials should particularly enhance our senses of the masses and should not turn good deeds to bad things because of our imperfect administrative acts; and, in pushing forward economic and social development and urban construction and management, we should attach much more importance to the interests of the masses, take into account the masses' feelings and wants and needs, and spare no efforts to make all new policies and measures favorable to the mitigation of social contradictions and the promotion of social harmoniousness.
