Shanghai Earnestly Carries Out the Essence of the Document of the State Council by Formulating the Implementation Opinions on Promoting the Development of Small and Medium-sized Enterprises

Han Zheng, the deputy secretary of the Municipal Party Committee and the mayor of this Municipality, currently presided over the routine meeting of the Municipal People's Government to listen to the report on the situation of carrying out the Opinions on Further Promoting the Development of Small and Medium-sized Enterprises made by the State Council to formulate this Municipality's Implementation Opinions. Han Zheng pointed out the essence of the document of the State Council should be earnestly carried out in the light of the actual circumstances of Shanghai, so as to bring the role of small and medium-sized enterprises into full play in Shanghai’s adjustment of structure, promotion of transformation, and acceleration of the transformation of economic development mode, and a good environment should be built by relying on innovation of systems and mechanisms, so as to further enhance the vitality and impetus for development of small and medium-sized enterprises.

It was pointed out at the meeting that to promote healthy development of small and medium-sized enterprises was not only a long-term strategic mission, but also an important hand grip for accelerating the transformation of economic development mode of Shanghai at present. Work strength should be further enhanced, key points should be highlighted with focused policies, and bottleneck for development should be broken through by means of innovation of systems and mechanisms. We should insist on using market principles and measures to allocate resources, and all supporting policies made by the government should be open and transparent, and be operated with equality. Key points should be focused on to form resultant forces to make all policies and measures favorable for the promotion of the industrial structure adjustment in Shanghai, and being in conformity with the orientation of next step industry development.

It is learned that after the promulgation of Opinions on Further Promoting the Development of Small and Medium-sized Enterprises made by the State Council, Shanghai immediately carried out meticulous investigations, broadly listened to the opinions and suggestions of the small and medium-sized enterprises in different trades and at different industrial status. This Municipality's Implementation Opinions adopted in principle at this routine meeting try very hard to objectively reflect the intention, wants and needs of small and medium-sized enterprises, and 23 specific suggestions are put forward in 6 aspects including creating healthy environment, participating in the construction of Four Centers, mitigating financing difficulties, assisting market expansion, raising management level, and perfecting service systems, which are mainly relating to pressing ahead with the industrial structure adjustment, and pushing forward the transformation of economic development mode; establishing and perfecting the operating mechanism and the service system of small and medium-sized enterprises; increasing financial support force; enhancing the strength of government procurement to support small and medium-sized enterprises; putting forward such contents as the quantitative indices for the development of small and medium-sized enterprises in this Municipality by the year 2012.
