Formal Implementation of Seven Notices on Safety Protection Made by the Municipal People’s Government, Including Adoption of Special Measures on Safety Check

Notice of Shanghai Municipal People’s Government on Strengthening Safety Administration of Underground Spaces, Notice of Shanghai Municipal People’s Government on Adopting Special Measures on Safety Check, Notice of Shanghai Municipal People’s Government on Strengthening Safety Administration of Cutters, Notice of Shanghai Municipal People’s Government on Strengthening Safety Administration of Lodging Places, Notice of Shanghai Municipal People’s Government on Strengthening Safety Administration of Inland Waters, Notice of Shanghai Municipal People’s Government on Strengthening Flying Safety Administration of Small Aircrafts and Airborne Materials, and Notice of Shanghai Municipal Peoples’ Government on Strengthening Safety Administration of Vacant Houses in Housing Demolition Base, Temporary Quarters in Construction Sites, and Temporarily Converted Quarters were adopted at the 73^rd Routine Meeting of the Municipal People’s Government on April 3, 2010, signed by Mayor Han Zheng on April 15, 2010, promulgated by Decree No. 34-40 of the Municipal People’s Government, and shall be effective from the date of promulgation to November 15. With a view to maintaining this Municipality’s public security during the period of World Expo, Shanghai, and strengthening the safety protection work, seven Notices respectively make the following provisions:

1. Notice of Shanghai Municipal People’s Government on Strengthening Safety Administration of Underground Spaces requires that the unit responsible for underground spaces shall carry out safety check on vehicles and articles entering the underground spaces used as commercial warehouses, motor vehicle parking. If the underground spaces do not meet the safety requirements or have hidden perils, department of civil defense, public security, etc. shall order the unit responsible for underground spaces to make corrections within a prescribed time limit; in case of failure to make corrections within the prescribed time limit, orders may be given to stop the production or business related; in case of serious threats to safety of lives or property or public security, the department of public security may directly order the stop of production or business.

2. Notice of Shanghai Municipal People’s Government on Adopting Special Measures on Safety Check requires that transportation stations and the operating unit of transportation vehicles shall establish and perfect safety check system, strictly carry out safety check, and prevent those who refuse to accept safety check from entering or taking transportation vehicles. Enterprises engaging in post and express delivery shall strictly implement visual inspection system upon acceptance and post, and those who post articles to Shanghai Expo Park shall be checked for their valid ID Card, and enterprises engaging in post and express delivery shall refuse to accept the articles sent by those who refuse the visual inspection.

3. Notice of Shanghai Municipal People’s Government on Strengthening Safety Administration of Cutters clearly prohibits the selling of ceramic knives or the act of carrying ceramic knives into pubic places or taking transportation vehicles. Systems of fixed-spot sale, purchase-by-name, and sales registration shall be carried out with respect to such dangerous cutters as kitchen knife, large fruit knife, craft knife. The sales unit shall sell the above mentioned knives at special shop or special counter, clearly designate person in charge of safety, and equip with necessary safety protection facilities.

4. Notice of Shanghai Municipal People’s Government on Strengthening Safety Administration of Lodging Places requires the implementation of information registration and filing system for employees, guests, and visitors; hotels and lodging places equipped with broadband network shall upload the registered information of guests and visitors to the information system of hotel industry security management within a prescribed time limit. Hotels and lodging places shall carry out safety check on personnel, articles, and vehicles entering the place, and may require the owner of the left luggage to open it for checking.

5. Notice of Shanghai Municipal People’s Government on Strengthening Safety Administration of Inland Waters designates control waters and core control waters, and also adopts such control measures as navigation restriction, pollution prevention. As for core control waters , some particular strict control measures are adopted as only World Expo ships, law enforcement ships, and working ships can anchor in such waters, or ships of four types including ships carrying explosive goods are prohibited from entrance. Ships entering this Municipality’s inland waters of Huangpu River or the connected tributaries shall receive safety check, and be reported to ship navigation report system.

6. Notice of Shanghai Municipal People’s Government on Strengthening Flying Safety Administration of Small Aircrafts and Airborne Materials defines that small aircrafts and airborne materials of 14 types including light and super-light aircrafts, airships shall be prohibited from taking off, landing, or flying except for being used, upon approval, for Expo festival, aerial shot, TV broadcasting, and policing, or emergency rescue. The department of public security, civil aviation, may take measures to temporarily close down the taking off and landing places for small aircrafts and airborne materials, or may require relevant units to take such measures. 

7. Notice of Shanghai Municipal People’s Government on Strengthening Safety Administration of Vacant Houses in Housing Demolition Base, Temporary Quarters in Construction Sites, and Temporarily Converted Quarters defines that vacant houses in housing demolition base shall be prohibited from living, temporary quarters in construction sites shall only be used by workers of the very construction site, quarters temporarily converted from non-residential housing such as idle plant, warehouse shall only be rent to out-of-town workers in Shanghai. Construction enterprises and the property owners of houses temporarily converted to quarters shall submit the ID information of lodging staff to local policy station for filing every week.
