Han Zheng: Administrative Measures on Energy Conservation and Emission Reduction be Itemized, and Appraisal and Liability System be Strictly Performed

The State Council held a videophone meeting on energy conservation and emission reduction work in the afternoon of May 5. After the meeting, Shanghai immediately arranged for related works. Mayor Han Zheng stresses that Shanghai must, by integrating with the actual circumstances, fulfill requirements of the central government in an overall manner, improve cognition, strengthen measures, and make clear the responsibility, so as to reach the energy conservation and emission reduction aim of the “11^th five-year plan” in an overall and complete manner.

Han Zheng points out that it is still a grim situation of energy conservation and emission reduction that we face during the period of the “11^th five-year plan”, and we have to focus on the fulfillment of decisions and arrangements of the central government, further strengthen the sense of urgency, take the energy conservation and emission reduction aim of the “11^th five-year plan” as the grip for expediting the transformation of economic development mode, and lay stress on such aim, so as to ensure the accomplishment of all related works.

Han Zheng points out that we must define the measures one by one in the following eight aspects, and relevant functional departments shall draw up an itemized program as soon as possible, make pertinent arrangements throughout the whole Municipality, and ensure the fulfillment of each measure:

1. To expedite the elimination of backward productivity, so as to ensure the realization of the target of 700-800 thousand tons, and strive for realizing the target of one million tons.

2. To strictly restrict the fast growth of industries with high energy consumption and high emission, strictly restrict the increment of major newly constructed projects with high energy consumption, stop the examination and approval, verification, file-for-record of projects that enlarge the productivity, and ban the construction of those projects that fail to pass the environmental assessment, energy conservation examination, or land preliminary examination.

3. To expedite the construction of major energy conservation projects, further carry out policies, and enhance financial support, especially for the promotion of industry energy conservation transformation projects, or renewable energy and clean energy utilization projects.

4. To strengthen the energy conservation administration on main industries and fields, do well in industrial energy conservation and consumption reduction, fulfill the measures of “supporting large-scale projects, restricting small-scale projects” in power industry, and push forward the energy conservation and consumption reduction in construction, transportation, and residents with great efforts.

5. To strengthen the energy conservation administration on energy-consuming units of all kinds, and strengthen the supervision over both the major energy-consuming units and large amount of medium- and small-size enterprises in all fields.

6. To expedite the development and application of energy conservation and low-carbon technology, and popularize the energy conservation products of high efficiency with great efforts.

7. To enhance the law enforcement, and investigate and handle those rule-breaking projects with severity.

8. To draw up and implement, in accordance with relevant provisions of the State and this Municipality, punitive economic policies on those units operating with high energy conservation which exceeds the limit.

Han Zheng emphasizes that the responsibility lies in fulfillment, the government responsibility shall be practically enhanced, the exercise of restrictive indexes and the performance appraisal of energy conservation and emission reduction shall be strengthened, the appraisal results shall be made public, and a strict liability system shall be implemented to bring the restrictive function of restrictive indexes into full play. Meanwhile, the enterprises’ liability shall be practically enhanced so as to press the enterprises to set up strict management system on energy conservation and emission reduction, and strictly follow the laws, regulations, and standards on energy conservation, and fulfill the target responsibility.
