Mayor Han Zheng presided over the routine meeting of the Municipal People’s Government in the morning of August 31 to listen to the working report on pushing forward the notification commitment and parallel examination and approval in administrative examination and approval in this Municipality. Han Zheng stressed that notification commitment and parallel examination and approval in administrative examination and approval was the basic work in improving the administrative efficiency and transparency, which was helpful to further transform the government functions, and was a great step to the aim of constructing a government of service, accountability, rule-of-law, and honesty. The strength of making public the information concerning the notification commitment and parallel examination and approval in administrative examination and approval shall be enhanced to keep the whole society informed, so as to facilitate the enterprises and citizens to enhance the supervision.

The meeting pointed out that the work of pushing forward the notification commitment and parallel examination and approval in an overall manner was an important content of enhancing self-construction of Shanghai government, and had significant meanings to the work of constructing Shanghai into one of the administrative areas with “highest administrative efficiency, best administrative transparency, least administrative charges”, and further improving the investment environment and development environment. All governmental departments should firmly focus on the requirements of “rule-of-law, normalization, transparency, and high efficiency”, further break the customary practices, so as to pool efforts to enhance the promotion, and do well this systematic work.

The meeting required that on the basis of the work of former phase, the key point of pushing forward the notification commitment in administrative examination and approval was to fulfill 86 notification commitment items, and enhance the follow-up supervision. The key point of pushing forward the parallel examination and approval was to focus on the construction of system, and continuously optimize the procedures by taking the enterprises’ registration and engineering projects’ parallel examination and approval as the breakthrough. The key point of constructing the online examination and approval platform was to take the online supervision, normalization, and transparency as the core, and realize the aim of putting into operation substantially as soon as possible.

It was reported that, on the basis of 38 items of the first batch, the Municipal People’s Government would, in accordance with seven standards provided in the “Trial Procedures of Shanghai Municipality on Notification Commitment in Administrative Examination and Approval” implemented on this June 1, make public the catalogue of second batch notification commitment items in administrative examination and approval (including 48 items, and involving 17 departments), which should be effective as of this November 1 throughout the whole Municipality. Meanwhile, relevant trial procedures of Shanghai Municipality on parallel examination and approval on enterprises’ registration would be promulgated, and the catalogue of first batch parallel examination and approval items would include 44 items and involve 14 departments; the trial work of parallel examination and approval on engineering projects was extended from Pudong, Changning, Minhang to Yangpu, Putuo, Xuhui, Qingpu, Jiading, and Chongming.
