【Ms. Liu Hua】

Liu Hua, a graduate with a master degree and a researcher, was born in May 1961. She is currently director of the Legislative Affairs Office of Shanghai Municipal People’s Government (LAO), vice chairman of the Legislative Science Society of China Behavior Law Association, and vice-chairman of Shanghai Law Society.

Liu is responsible for the overall work of the LAO; organizing and directing all working staffs of the LAO to accomplish work tasks. Liu is in charge of the General Office of the LAO.

【Mr. Gu Changhao】

Gu Changhao, a graduate with a master degree, was born in January 1954. He is currently the deputy director of the Legislative Affairs Office of Shanghai Municipal People’s Government (LAO), the honorary chairman and standing director of the Administrative Law Institute of Shanghai Law Society.

Gu is responsible for assisting the director of the LAO in doing well the in-charge works and handling the overall work of the LAO. He is in charge of the Division of Legislation in Urban Construction Field and Division of Coordination of Legal Affairs.

【Mr. Zhang Zhongyu】

Zhang Zhongyu, a graduate with a master degree, was born in December 1954. He is currently the deputy director of the Legislative Affairs Office of Shanghai Municipal People’s Government (LAO), the vice president of Shanghai Research Association of Economic Law, and member of China Maritime Arbitration Commission.

Zhang is responsible for assisting the director of the LAO in doing well the in-charge works and the ideological and political work of the LAO. He is in charge of the Division of Secretarial Administration and Division of Legislation in Economic Field and coordinates to be in charge of the General Office of the LAO.

【Mr. Liu Ping】

Liu Ping, an undergraduate with two bachelor degrees, was born in February 1960. He is currently deputy director of the Legislative Affairs Office of Shanghai Municipal People’s Government (LAO), director of Shanghai Institute of Administrative Law, council member of Shanghai Law Society, vice chairman of Shanghai Administrative Law Society, vice chairman of Shanghai Consumer Protection Law Society, and executive director of Shanghai Anti-corruption Studies Association.

Liu is responsible for assisting the director of the LAO in doing well the in-charge works; responsible for the overall work of Shanghai Institute of Administrative Law. Liu is in charge of the Division of Administrative Reconsideration of the LAO.

【Mr. Jiang Zihao】

Jiang Zihao, an undergraduate with a bachelor degree, was born in May 1957. He is currently a senior legal professor of the Legislative Affairs Office of Shanghai Municipal People’s Government (LAO).

Jiang helps the director of the LAO to handle the important legal affairs and coordinates to be in charge of the Division of Legislative Supervision and Division of Legislation in Social Filed.
